If you want to visit the Netherlands and you are a non-EU resident, you will have to apply for a visa. In general this will not be entirely easy to do, so please take your time to arrange your stay.

You may also consider to apply for a German (or other Schengen-) visa, which will be a lesser effort and will give you legal entrance to Holland just the same. In general, this may be a helpful site:

Here you will find you will need sufficient funds. The IND-site says:

Sufficient funds
You must have sufficient funds for your stay, transit journey and/or return journey. For the duration of your stay in the Netherlands on the basis of your tourist visa you must have € 34 available per day. You can prove this by means of such items as bank statements, traveller's cheques or cash. If you do not have sufficient funds, someone in the Netherlands can act as your guarantor. This person must have sufficient and sustainable income. This means he has an employment contract for at least the next 12 months and a net income of at least € 1148.72 per month, excluding holiday allowance. As proof of his net income the guarantor must produce his 3 most recent payslips. The guarantor must sign a guarantor’s declaration.

You will also need an invitation from a dutch resident, a travel insurance, a return ticket. Check for a complete list.
